Odisha Urban Design Hub (OUDH)

Urban local bodies and state departments face capacity constraints in undertaking integrated urban planning, design, and project preparation. There is a need for a structured mechanism to translate plans into implementable DPRs, standardize project preparation, and support implementation. Additionally, coordinated support is required for area-based planning, infrastructure projects, and priority initiatives such as BCPPER (Bhubaneswar-Cuttack-Puri-Paradip Economic Region), along with strengthening planning systems and processes across the State.

Jana Urban Space (through OUDH) serves as a technical assistance and advisory partner to the Housing & Urban Development Department. It supports preparation of neighbourhood plans, Development Control Regulations, DPRs, and model project documents. It assists in identification of projects, preparation of RFPs, and provides technical review and implementation support, including project management and site monitoring. The team also supports sectoral planning initiatives and contributes to strengthening planning systems, processes, and institutional capacity, including support to the Directorate of Town Planning.

Key components

  • Preparation of neighbourhood improvement plans and project identification under the move–play–live–include framework in BCPPER region and large cities
  • Development of Development Control Regulations (DCRs) for identified growth areas
  • Preparation of DPRs, model DPRs, BOQs, and guidelines for roads, public spaces, and urban infrastructure
  • Support for project identification, RFP preparation, consultant selection, and technical review
  • Project management and site monitoring support to ULBs
  • Support for sectoral and priority projects, including solid waste management, waterfronts, temple area development, and BCPPER initiatives
  • Assistance in Town Planning (TP) schemes, planning legislation, and standard operating procedures
  • Capacity building and preparation of guidelines, standards, and templates for ULBs and stakeholders
