This handbook seeks to provide basic information on the processes and regulations governing urban planning as well as the rationale behind those policies and processes in an easy-to-understand, jargon-free format that is comprehensible to the lay reader, with the ultimate goal of activating citizens to participate more fully in the planning process. The handbook is divided into 3 sections, each of which expands on existing policy frameworks on a variety of topics relevant to each section: Land and Property, Environmental Resources, and Infrastructure Services.
